Official summary, as published
This file contains a memorandum relating to the U.S. Naval Photographic Interpretation Center’s assessment of two films allegedly depicting unidentified airborne objects, captured in Montana and Utah in 1950 and 1952, respectively. The file documents the Center’s analytic process, assumptions that constrained its confidence level, tentative conclusions, and recommendations for future research. The Center assessed, generally, that the objects depicted in the film demonstrated characteristics that were inconsistent with those of natural phenomena or commonly known aerospace technologies. The memorandum documents the Center’s recommendation for a more well-resourced investigation to corroborate its presumptive findings, citing a lack of funding and personnel. The accompanying charts compare the film’s luminosity with the apparent angular size of the phenomena, using contemporary mathematical modeling and photogrammetric analysis techniques.
Our reading
READ FIRSTThe Naval Photographic Interpretation Center's May 1953 report, done at Air Force request, on the 1952 Utah (Tremonton) and 1950 Montana films. From frame plots and densitometer readings, the majority judged the images light sources of a design "not commonly known", ruling out birds, aircraft and balloons; at an assumed five miles, Utah speeds ran 378 to 2,457 mph. It is the full Navy study the Robertson Panel did not accept, and it asks for better-funded tests to prove or disprove its findings.
Three separate measures, each with its reason. They are never added into a score.
E Evidence 2 of 3
Frame-by-frame plots and densitometer readings of two films, Utah 1952 and Montana 1950, with computed speeds and accelerations.
N Novelty 1 of 3
The Navy lab's Tremonton conclusions were summarized in the Robertson Panel report; this is the full May 1953 report with its numbers.
L Linkage 3 of 3
This is the board's 1953 Navy Photographic Interpretation Center film analysis, addressed to the Director of Naval Intelligence.
